SHC calls for comments on rape survivor facilitation law

KARACHI: The Sindh High Court (SHC) directed on Monday the provincial government’s focal person to file comments regarding the status of a proposed legislation to help rape survivors by April 24.

Headed by Justice Munib Akhtar, a two-judge bench was hearing a constitutional petition filed by three rape victims who had sought the court’s order for the provincial government to reform the investigation of such cases.

One survivor said a case was registered against her alleged rapists but they were acquitted by a sessions court. Another victim said she was gang-raped by 10 men but only one was convicted.

The third petitioner said her case was still pending disposal in the concerned court as the suspects were trying to influence the case in their favour.

The petitioners said the Supreme Court had earlier directed the authorities to make reforms in the investigation of rape cases and establish rescue cells across the province.

They pleaded the court to order the provincial authorities to set-up a specialised DNA testing lab was and trained doctors appointed to conduct the procedures. It was also urged to ensure that survivors were made to face the accused and their witnesses during the trials.

In the petition, the court was also requested to order the Sindh IG to ensure that investigation officers submit charge-sheets in rape cases within 15 days.

On Monday, the chief secretary’s focal person said the government was going to pass a law to provide protection and assistance to rape survivors and requested time to file comments.
